Zero Company talents explained
A Talent is a specialization layer that gives an Operator one or two abilities. Some authored characters have fixed Talents — Hawks' persists across every Specialization he takes. Custom Operators select their Talent from a pool. Talents are upgraded with Focus Points in the Focus Tree.

Fixed versus chosen
Authored Operators may have fixed Talents; Custom Operators pick from a pool. The clearest confirmed example is Hawks, whose unique Talent persists across Specializations — meaning his AP support ability is available no matter how you build him.
Which other authored Operators have fixed versus changeable Talents is explicitly a known unknown.
The fourth build layer
A complete Operator build is Talent, weapon, primary Specialization and secondary Specialization, plus Focus Tree progression, equipment and Bonds. The Talent is the layer most likely to be overlooked, because it is the one that does not appear in a class name.
